The ACTFL levels are:

  • novice (further split into low, mid, high)
  • intermediate (further split into low, mid, high)
  • advanced (further split into low, mid, high)
  • superior
  • distinguished

They are defined (and hence are assessable) separately for listening, speaking, reading and writing.
